Okay...you're not gonna listen to me anyways so I don't know why I'm bothering buuuut... You clearly don't know how to fit a Drake for PvP much less a Nighthawk. PvP nowadays you're really looking for effective HP and good damage much more than good HP regen and crap damage. You seem to want to passive tank, unfortunatly when you passive tank with all SPR IIs your damage is crap and so is your capacitor. You struggle to run a few hardeners much less tackle gear and if you're solo there's no point in engaging if you can't tackle. In a gang you would annoy your gangmates more than your enemy with a massive tank and no damage. Nighthawk is overpriced, but it is a good PvP ship. Fit it correctly however.
This setup is hard to fit and requires pretty high skills but is pretty good. Not as much effective HP as a good battleship but it'll do:
NIGHTHAWK 6x HAM II, 1x Small Dim Nos 10MN MWD II, Disruptor II, Web II, Photon Field II, LSE II 3x BCU II, Suitcase II, RCU II 2x Core Field Extenders
5x Hobgoblin IIs/5x Warrior IIs/5x Hornet ECM drones, any of these can be good
Funny thing is if you use a Drake fit like so:
DRAKE 7x HAM II, 1x Small Dim Nos 10MN MWD, Faint Disruptor, Fleeting Web, LSE II, 2x Invuln II 3x BCU II, PDS II 3x Core Field Extenders
5x Hobgoblin IIs/5x Warrior IIs/5x Hornet ECM drones
You get 75dps less than the hawk but 2k more effective HP for a whole heck of a lot less ISK. A much better learning ship.
Both of these ships require near max fitting skills but you can drop some things like the small nos and downgrade some of the T2 mods to named to save CPU where needed.
HAMs would be the weapon of choice for small gang PvP. Too many carebears train Heavies instead of HAMs for their carebearing needs then try to use em in PVP. The damge from heavies is just awful and the missiles are too slow to be all that useful at the ranges that they get as advantage over HAMs. Sure HAMs don't hurt the smaller targets as much, but that's what your drones are for. They also do a lot more damage.
